This is absurd.
The Public Service Department (PSD) and Cuepacs, the umbrella organisation for unions in the civil service, are at odds over the no-smoking rule at government de??partments and agencies.
While the PSD wants de??partment heads to strictly monitor the rule, Cuepacs feels the rights of smokers, both employees and customers, should be safeguarded.

Logically, a doctor would refrain from smoking. But i saw one who is smoking non-stop.
i really can’t help and wonder “is he really a doctor”….
